Billing Admin — manages subscriptions, plans, and invoices; read-only on organizations and branches.
Auditor — read-only access to the immutable audit log and organization/branch records for DHA compliance reviews.
MFL Verifier — reviews and approves pending organizations against the DHA Master Facility List; cannot touch billing or roles.
